In 1964, a year before the adoption of the current national flag, the Parliament of Canada decided that the flag of the United Kingdom was the symbol of Canada's membership of the Commonwealth. Therefore the Royal Union Flag (its official name in Canada) has official status with the Maple Leaf and can be flown on a secondary mast.
